Refreezed Beef

I bought a bag of Smallbatch frozen beef for cats. When I opened it, I noticed that some of the patties had lost their original circular shape and were smooshed together—as shown in the picture below. This probably means that at some point, while being transported, they were not frozen anymore, and later on, they were put back in a freezer, right? If so, is it safe to feed my cat these patties?

Thank you for your answers. I have never eaten meat in my life, and this is my very first time handling raw meat, so this is all very new to me.

Meat can be frozen twice and still be safe, so you're all good!
